Is NuSTAR Legit in the Philippines? PAGCOR Register Check

NuSTAR appears once on each of PAGCOR's two registers dated 20 August 2026: entry 43 under Premier Online Digital Entertainment Corporation, and entry 11 under Universal Hotels and Resorts, Inc. We now have a listing page for NuStar covering the register facts, the app-store publisher check and the payment details we could verify — it is not a rated review, so this page covers only what the registers say and how to check a domain yourself.

Those two entries are not copies of each other. Different companies, different game categories, different brand names, different domains — and the brand registered to the Cebu resort is not called NuSTAR at all. Anyone who opens one file, finds a hit or a blank, and stops there ends up with a confident wrong answer. Everything below was checked on 6 September 2026.

Two registers, two companies, two products

Read the brand column twice, because this is the part that trips people. The entry belonging to the resort in Cebu is registered under the brand Casino Maxx. Search list B for the string "NuSTAR" and you will find it only inside the company's bracketed description — never in the brand column. Meanwhile the entry that does carry NuSTAR as a main brand belongs to a company with a different name, on a different list, with six game categories instead of one.

The column headings say the same thing more quietly. List A's first column is headed Gaming System Administrator. List B's first column is headed Integrated Resort, and its games column is headed Suite of Games. These are not two versions of one list; they catalogue two different kinds of entity, and a brand can legitimately sit on either, both, or neither.

Why one resort name produces two entries

PAGCOR's Electronic Gaming Licensing Department page, which returned HTTP 200 when we opened it on 6 September 2026, states the division in its first sentence: "Except for gaming operations of land-based casinos, Electronic Gaming Licensing Department (EGLD) is the regulatory arm of PAGCOR over the local gaming operations" offering bingo, eCasino, sports betting, specialty, poker and numeric games. Land-based casino operations sit outside that department. That is the structural reason list B exists as a separate file with a separate column layout.

The same page sets a condition that explains why an accredited administrator is not a free-floating website: "a Service Provider's electronic gaming platform and its games must be offered at the gaming venue where its remote/online gaming operation shall be an adjunct service for its registered players."

A third PAGCOR document sharpens the distinction. The List of Licensees for Gaming Venue Operations, dated 31 August 2026 and carrying 259 numbered entries, returned HTTP 200 the same day. Universal Hotels and Resorts, Inc. appears on it at number 251. Premier Online Digital Entertainment Corporation does not appear on it at all — the string is absent from the whole file, and the nearest alphabetical neighbour is an unrelated company at number 195. Accredited as a system administrator and licensed to operate a gaming venue are two different permissions, held here by two different companies.

What we could not establish is how the two companies relate to each other. Neither register states a corporate relationship. Robinsons Land Corporation's own hotels division page (HTTP 200) describes NUSTAR Resort & Casino as a development in its portfolio but never names Universal Hotels and Resorts, Inc. The JG Summit tag page for that company name loads with no articles on it, and the group's conglomerate-map URL returns HTTP 404. The resort's own site returned HTTP 403 to us from outside the Philippines. So: not verified. Two register entries share a name; we are not going to convert that into an ownership claim we cannot document.

Six registered domains: four answer, two say unavailable

Every domain on both entries, fetched the same day from outside the Philippines:

• nustargame.ph — HTTP 200, no redirect
• nustargame.com — HTTP 200, no redirect
• nustaronline.vip — HTTP 302 to nustargame.com, then HTTP 200
• nustargame.com.ph — HTTP 301 to nustargame.com, then HTTP 200
• casinomaxx.ph — HTTP 301 to a subdomain that serves a page titled "Casino Maxx - Online Casino Philippines (Unavailable)", HTTP 200
• casinomaxx.com.ph — HTTP 301 to that same unavailable page, HTTP 200

The four list A domains all serve one product; their page titles are byte-identical. The two list B domains currently serve a placeholder that describes itself as unavailable. Registration and availability are different facts. An entry on a PAGCOR register is a statement about paperwork on a given date, not a promise that anything is running behind the domain today.

One more thing about the four working domains, and it matters more than it sounds: the HTML they serve carries no company name and no licence number anywhere in it. It is a JavaScript application shell whose only readable text is marketing metadata. Whatever that page claims about itself, the register is the document that decides, not the page.

The app stores: two sellers, two products, and a crowd wearing the name

Apple's public lookup service, Philippine storefront, 6 September 2026:

• NUSTAR-Slots Casino Games, seller and artist name Premier Online Digital Entertainment Corporation, filed under Entertainment, rated 17+, version 2.2.0 dated 19 August 2026, first released 4 December 2025. Apple returned no developer website for it.
• NUSTAR Rewards, seller UNIVERSAL HOTELS AND RESORTS, INC., developer website nustar.ph. That is a resort loyalty app, not a casino game.

Two apps, two sellers, and they map one-to-one onto the two register entries. If you ever want a demonstration that a seller field is worth more than a logo, this is it: the same brand word, two companies, and each one's app carries its own registered name.

The Philippine Google Play store told a messier story the same day. Searching the brand returned exactly one listing from either registered company — the resort's rewards app, published under the developer name "NUSTAR Resort & Casino". There is no Play listing under the accredited administrator's name at all, and a search for the list B brand returned no matching app either, only unrelated social-casino games. Searching the brand together with the words online and casino returned several listings wearing the name in their titles. We opened three of their store pages and checked the developer field on each: three different names, none of them either company on the registers, on package identifiers built by stacking brand words together. We are not naming them, linking them, or calling them anything. The usable lesson is narrower: on Android there is currently no listing from the accredited administrator to compare against, and that empty space is exactly where installers wearing the name collect their downloads.

The 17+ marking is Apple's content scale, not a legal threshold. The floor in the Philippines is 21.

What Filipinos are actually typing when they search this name

We ran Google Trends for the Philippines over the twelve months to 6 September 2026. On a scale where the phrase online casino equals 100, this brand name measures 352, and its second half-year averaged 133 per cent above its first. It is the number one related query for online casino in the country, with the same word plus casino sitting at number two. Under the query pagcor, it appears as a rising query at +600 per cent.

We expected the resort to blur those numbers. It does not. When we ran the same report for another integrated-resort brand, its rising queries were dominated by hotel, restaurant and show searches. Here, of the eight related queries Trends returns for this name, seven are online or app queries: the .ph spelling at the top and rising 750 per cent, the word casino, and a cluster of download-flavoured queries including two breakouts. Only one query — a search for the resort's rewards counter, also a breakout — points at the physical building in Cebu.

So the ambiguity a reader faces is not resort versus website. It is two different online products sharing one family name, one of which is not registered under that name at all. And the fastest-growing slice of the demand is people looking for something to install, while neither register lists a single app package. Registers cover brands and domains. They do not cover files.

What these entries do not tell you

Five limits, stated plainly, because a verification page that only delivers reassurance has verified nothing.

Neither entry is a recommendation, and this page is not a review. We have a listing page for NuStar, but it carries no rating either — we have not tested a deposit, a verification flow or a withdrawal on either platform, and we do not list either of them among the operators we cover. PAGCOR accredits and licenses against conditions; it does not rate service, judge fairness of promotions or vouch for payouts.

One entry does not cover the other's product. Live gaming tables registered to the resort's brand and the six game categories registered to the administrator's brand are separate registrations. A page offering one while showing paperwork for the other is showing you the wrong document.

Neither entry covers an app file. No APK, package identifier or installer inherits anything from a domain registration, however closely the icon matches.

A current entry does not mean a working service. Two of the six registered domains served an unavailable notice on the day we checked.

Nothing here speaks to what happens inside an account. Deposits, identity checks, eligibility and any promotional terms are the operator's own, including the rules barring anyone under 21 and students enrolled at any Philippine school, college or university.

And the honest gap: we could not document the corporate relationship between the two registered companies, and from outside the Philippines we could not read either operator's terms. Anyone quoting you peso figures, cashback percentages or withdrawal times for these platforms should be asked where they read them.

Check any page wearing this name in four minutes

Do not take our transcription on faith. The skeleton:

1. 1.Copy the exact domain from the address bar, suffix included — .ph, .com and .com.ph are three different registrations.
2. 2.Open both register PDFs from pagcor.ph and read the as-of date on each before anything else.
3. 3.Search the full text of both files for the domain string, not the brand name. Names travel; domains do not.
4. 4.If you find nothing, search the brand word too, then check which column the hit landed in. A name inside a company description is not a brand registration.
5. 5.Match the seller name on any app listing against the company name printed on the entry you found, not against the app's title.

Direct links to both PDFs sit at the foot of this page. Two live sites we found on the same day carried this brand in a .com and a .com.ph domain and appeared on neither register — which is what step 1 exists to catch. PAGCOR's own advisory of 28 December 2022 still gives the blunt version: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."

If money is already on a site you cannot find on either register

Stop funding the account first; every other step keeps for an hour. Save screenshots of the domain, your account page, the transaction references and any conversation where somebody asked for a fee to release a withdrawal — those records are the only part of this you control. Report the site to PAGCOR through the regulatory section of pagcor.ph, and tell your e-wallet or bank in the same sitting so the trail is flagged on their side too.
