Overview

NuSTAR is the brand name on entry No. 43 of PAGCOR's list of accredited gaming system administrators and registered domains (as of 20 August 2026). The company behind that entry is Premier Online Digital Entertainment Corporation (PODEC), and its registered main domain is nustargame.ph. We checked all four of its registered domains on 7 September 2026 and every one of them loaded.

We have not scored this casino. This page is a record of what the public register and the operator's own published pages actually say — not a review based on playing there, and not a ranking. Nothing below is a recommendation to deposit.

Two PAGCOR entries carry the NuSTAR name — and they are not the same thing

This is the part most write-ups get wrong, and it matters if you are trying to check a site yourself.

  • Register A (accredited gaming system administrators, 20 Aug 2026), entry No. 43: *Premier Online Digital Entertainment Corporation (PODEC)*, main brand NuSTAR, main domain nustargame.ph, sub-domains nustargame.com, nustaronline.vip and nustargame.com.ph.
  • Register B (registered brands and domains of licensed casinos, 20 Aug 2026), entry No. 11: *Universal Hotels and Resorts, Inc. (NuSTAR Resort & Casino)*, suite of games Live Gaming Tables, main brand Casino Maxx, main domain casinomaxx.ph. Note that the brand on this entry is Casino Maxx — the word NuSTAR appears only inside the company's own name, never in the brand column.

So: two different companies, two different registers, two different game categories, two different brand names, two different sets of domains. PAGCOR's Electronic Gaming Licensing Department page explains why a resort can generate two entries — it regulates online-type offerings "except for gaming operations of land-based casinos", which are handled separately.

A third PAGCOR document, the *List of Licensees for Gaming Venue Operations* (as of 31 August 2026), lists Universal Hotels and Resorts, Inc. at No. 251. Premier Online Digital Entertainment Corporation does not appear anywhere in that document. That is not a red flag — it simply confirms the two companies hold two different kinds of PAGCOR standing.

What we could not establish: whether PODEC and Universal Hotels and Resorts, Inc. are corporately related at all. We looked at the Robinsons Land hotels-and-resorts page (which names NUSTAR Resort & Casino but never mentions either "Universal Hotels and Resorts, Inc." or "Premier Online"), two JG Summit corporate pages (one tag page with no articles, one 404), and the resort's own site nustar.ph — which returns HTTP 403 to requests from outside the Philippines. No first-party document tied the two companies together. We are recording this as not verified, and we are not going to imply a group structure we cannot show you.

What the operator publishes — and what it leaves blank

The page source at nustargame.ph is a JavaScript shell. Its title reads "Nustar Online - Premier Online Casino in PH". Three things stood out when we read it on 7 September 2026:

  • No company name and no licence number appear anywhere in the page. If you land on the site cold, there is nothing on it that lets you match it to register entry No. 43 yourself. You have to bring the register with you.
  • Its own structured data (the schema.org Organization block) declares a gaming credential, but the issuing authority field is still an unfilled template placeholder reading "[License Authority - e.g. MGA / Curacao]", with a matching placeholder URL. The operator's own machine-readable markup therefore names no regulator at all.
  • Its FAQ markup says the service is for players "aged 18 and above (21+ where required by local law)". In the Philippines the legal minimum is 21. Treat 21+ as the floor regardless of what any operator's markup says.

One practical warning about checking this site yourself: nustargame.ph returns HTTP 200 for every path you ask for. We requested a deliberately nonsense path and the site returned exactly the same 18,421 bytes as the homepage. A page "existing" on this domain proves nothing. Games and products, per the register rather than the marketing

The game offering listed against entry No. 43 is, in PAGCOR's own wording: Traditional Bingo Games; Electronic Bingo Games; Electronic Casino Games; Sports Betting; Specialty Games; Numeric Games. All six are listed as being in commercial operation.

We are not listing game studios or specific titles. The site renders its catalogue in JavaScript, so nothing about providers is present in the page source we can quote, and we do not repeat provider lists we cannot trace to a first-party source.

Payments

The operator's own homepage description names four rails: GCash, Maya, bank transfer and QRPH. That is the operator stating what it accepts — we could not confirm any of it, because the cashier sits behind a Philippine-only login.

The same description also advertises cashback percentages and a withdrawal time. We are not repeating those numbers. We have no way to check them from outside the Philippines, and unverifiable payout promises are exactly the kind of claim that should not be passed along. Minimum deposit, withdrawal fees and processing times are all left blank on this page for the same reason.

Apps

Apple's official lookup API returns two apps connected to the two register entries, and they belong to the two different companies:

  • NUSTAR-Slots Casino Games, published under the name *Premier Online Digital Entertainment Corporation* — the company on register entry No. 43. Content rating 17+, current version released 19 August 2026, first released 4 December 2025.
  • NUSTAR Rewards, published under the name *Universal Hotels and Resorts, Inc.* — a Lifestyle-category resort rewards app, not a casino game app.

Apple's 17+ label is a store content rating, not a legal age limit. The Philippine minimum is 21.

Store searches for "nustar" also surface apps that carry the NuSTAR name but are published under developer names matching neither company. We are not naming them or linking to them, and we are not calling them anything — we are simply noting that the name is not exclusively used by the two registered companies, so check the publisher name before installing anything. We do not link to APK files for any brand.

Licensing and safety

  • Register A (20 Aug 2026), No. 43 — Premier Online Digital Entertainment Corporation (PODEC), brand NuSTAR.
  • Register B (20 Aug 2026), No. 11 — Universal Hotels and Resorts, Inc. (NuSTAR Resort & Casino), brand Casino Maxx.
  • Registered domains, entry No. 43 (text only, we do not link them): nustargame.ph as the main domain, with nustargame.com, nustaronline.vip and nustargame.com.ph as sub-domains.
  • Registered domains, entry No. 11 (text only): casinomaxx.ph, plus casinomaxx.com.ph as an additional URL. Both of these redirected on 7 September 2026 to a page titled "Casino Maxx - Online Casino Philippines (Unavailable)". Being on a register does not mean a brand is currently operating.
  • Relationship between the two companies: not verified. See the section above for where we looked.
  • No licence number is published in either register or on the operator's site, so we do not quote one.

We have no affiliate relationship with NuSTAR or with either company named above. We found no affiliate, agent or partner programme on nustargame.ph. The link on this page goes to the operator's registered main domain and earns us nothing.

What we could not verify

Written out plainly, so you know the limits of this page:

  • Licence number — not published in either register or on the site.
  • Minimum deposit, withdrawal fees, withdrawal processing times, KYC steps — not verifiable from outside the Philippines.
  • Game providers and title counts — not published in any source we can quote.
  • Bonus and cashback terms — operator marketing copy only, no verifiable terms page.
  • Corporate relationship between PODEC and Universal Hotels and Resorts, Inc. — not verified.
