Is Casino Plus Legit in the Philippines? PAGCOR Register Check

Casino Plus appears on PAGCOR's register of licensed casinos dated 20 August 2026, at entry No. 7, under STOTSENBERG LEISURE PARK & HOTEL CORPORATION AND FRONTIER CAPITAL GROUP LIMITED. That distinction matters more here than for most brands. On Google Trends for the Philippines over the year to 6 September 2026, casino plus scores 1029 on a scale where online casino sits at 100, and its second half-year ran 113 percent ahead of its first. The queries rising fastest alongside it are not questions about the company; they are hunts for an installer file, one naming a build number.

We ran everything below on 6 September 2026: both PAGCOR registers pulled from pagcor.ph, entry No. 7 re-read from a 7x magnification of the PDF page rather than a text-layer dump, then every address in that row opened from our own connection.

Entry No. 7, Column by Column

The licensed-casinos register is a three-page PDF listing eleven integrated resorts and ending with the line NOTHING FOLLOWS. Entry No. 7 exactly as printed:

Three details repay a slow read.

The additional-URL column runs to 36 lines, but three are printed twice: www.casinoplus.com, www.casinoplusonline.com and www.casinoplusonlineph.com each appear once mid-list and again near the bottom. That leaves 33 unique strings, or 34 counting the main domain, collapsing to 32 hostnames once the www. prefixes are normalised.

One entry reads www.casinoplus.event.com.ph, with a dot where its siblings use a joined word. We enlarged the cell sevenfold to be sure we were not misreading a hyphen. The register really does print it that way.

And several registered names carry no trace of the brand: fgc88.com, fortunegatecasino.com, casinofortunegate.com, colorgame.com.ph, spinmaster.com.ph, superace.com.ph, tablegame.com.ph. The last few read like game titles, not operators — an argument for checking the row instead of judging an address by how official it looks.

Casino Plus appears nowhere on the other PAGCOR register, the 59-entry list of accredited gaming system administrators; the string casinoplus returns zero matches in its full text. That is what you would expect for a resort's online arm, and worth knowing before somebody searches the wrong PDF and concludes the brand is unlisted.

The Root Word "Plus" Belongs to Three Different Companies

This is the check that catches people out, and it is specific to this brand.

Both registers carry a field called Root Word, and exactly three entries have "Plus" in it. Entry No. 1 on the administrators register is AB LEISURE EXPONENT, INC., trading as BingoPlus, with PeryaPlus, SpinPlus and SlotPlus as sub-brands. Entry No. 12 is GAMEMASTER INTEGRATED, INC., trading as BingoPlus Poker, listing several of the same sub-brands. Entry No. 7 on the casinos register is Casino Plus. Three licence holders, one shared word. Two further Plus names sit elsewhere without that root word: SportsPlus at entry No. 26, under INFINITECH DIGITAL GAMING CORPORATION, and Arena Plus, a sub-brand of entry No. 53, TOTAL GAMEZONE XTREME INCORPORATED.

The sharpest illustration is PeryaPlus, because it lands on both registers at once. The .net version is a registered sub-domain of the BingoPlus rows; the .com version is an additional URL under Casino Plus. Same brand name, different suffix, different licence holder. We checked the DNS on 6 September 2026 and the split shows in the plumbing: the .net address delegates to nameservers on a BingoPlus-operated zone, while the .com address has no A record and no nameservers at all.

So "it says Plus, and Plus is licensed" is not a check. The register is keyed to companies and exact addresses, not to a word. For the BingoPlus side of that family, our BingoPlus and ArenaPlus reviews cover the platforms we have tested.

We Opened All 34 Registered Addresses

The register says which strings are approved. It says nothing about what those addresses currently do. From outside the Philippines, this is what all 34 returned on 6 September 2026:

The 403 page is not an outage. It says so itself: "Access Restricted", then "Please note: Due to legal reasons, our platform is only available in the Philippines", under a footer reading "@2022-2026 CASINO PLUS ALL RIGHT RESERVED". It also states "We are proudly registered and regulated by the Philippine Amusement and Gaming Corporation (PAGCOR)" — useful for seeing which addresses the operator controls, but a claim of regulation is the easiest thing on a web page to copy.

The two parked addresses are the finding worth carrying away. Both returned HTTP 200 with a response header identifying the server as Parking/1.0, both served a generic Chinese-language "resources and information" template of roughly 54 readable characters, and their DNS points at a shared parking address on a consumer registrar's nameservers. These are registered strings on a PAGCOR document that, on the day we looked, were not running the operator's platform at all. A register entry records that an address was approved as of a date. It does not promise that whatever answers there today is the licensee.

The honest limit on this table: we tested from abroad, so we cannot separate a geo-block from a site that is simply down.

Version 4.1.15 Is Not a Credential

Here is why this page exists rather than a general safety guide. Among the fastest-rising Philippine searches attached to this brand in the year to 6 September 2026 is a query naming an installer file down to the build number, up around 1,350 percent, alongside "casino plus apk" and "casino plus apps" at over a thousand percent each. Autocomplete offers "apk old version", "mod apk", "install download apk" and the name of a third-party download site. That is a lot of people hunting for a file rather than a website.

Two facts, both checked on 6 September 2026. Apple's Philippine App Store carries one app named Casino Plus PH, and its listed seller is Stotsenberg Leisure Park and Hotel Corporation, character for character the first company named on entry No. 7. The listed version that day was 4.1.23, updated 1 September 2026, rated 17+, with a seller website among the register's strings. The build number people are searching for is older than that, and it was never a credential in the first place: any file can be labelled any version.

Google Play tells a different story. A search of the Philippine storefront returned no app published by Stotsenberg; the string does not appear anywhere on the results page. The top results were two near-identical listings carrying the brand name in their titles, from one third-party developer account that appears on neither register, with package identifiers built from the brand name. We are not naming that account, printing those identifiers or linking the listings, because that would hand over the install path.

The check that survives all of this is short. On any store, read the publisher line rather than the app name and compare it to the company on the register row. A detail on the Apple listing makes the point from the other side: its internal bundle identifier contains neither "casino" nor "plus". Internal strings and version numbers are developer housekeeping; the publisher name is the only part a store actually verifies.

What the Public Record Says, and Where It Stops

Entry No. 7 names two companies jointly. The public record we could verify first-hand covers only the first of them.

BusinessMirror reported on 24 April 2026 that Stotsenberg Leisure Park & Hotel Corporation, operating as Casino Plus, was placed on the Clark Development Corporation's "Green List" under Memorandum Circular No. BDBEG 260208, which grants automatic renewal of its Authority to Operate. That report describes the business as a land-based integrated resort licensed by PAGCOR, and does not mention Frontier Capital Group Limited anywhere.

Hotel Stotsenberg itself has a live website describing a property inside the Clark Freeport Zone, the former Clark Air Base; it returned HTTP 200 on 6 September 2026, and the phrase "casino plus" appears on it zero times. Hotels and online arms are usually marketed separately, so that is not suspicious, but the hotel's own site confirms nothing about the online brand.

Frontier Capital Group Limited: not verified. The trade-press archive that appears to cover its Philippine history returned HTTP 403 to us, the SEC's public company search is not usable for outside lookups, and a commercial business directory refused our request too. We will not describe a corporate relationship we could not read ourselves, and we are not repeating the licence number that circulates on affiliate pages for this brand, because we could not find it on pagcor.ph.

Not found, separately: any PAGCOR advisory naming Casino Plus or Stotsenberg in connection with imitation sites. Not found is not the same as does not exist; searching a public website is not searching a regulator's files.

What This Page Does Not Tell You

We have a listing page for Casino Plus, but it is not a rated review — no page on this site scores the platform. Entry No. 7 answers one narrow question: whether these companies and these addresses were approved as of 20 August 2026.

It says nothing about withdrawals. Philippine autocomplete for this brand surfaces queries about failed withdrawals and KYC problems, and we are recording that those searches exist rather than answering them. We have not deposited, not withdrawn, and not read forum threads to reach second-hand conclusions. No page that has not tested the cash-out can tell you how it behaves, this one included.

It says nothing about promotions either, since bonus terms are approved through a process separate from domain registration.

And it does not extend to addresses the register never names. That is the whole point of a 34-string list. Two of the strings it does name were parked placeholders on the day we checked, which is the more uncomfortable half of the same lesson: a register entry is a snapshot with a date on it, and this one reads 20 August 2026.

PAGCOR's own 28 December 2022 warning puts the rule in one line: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."

Check It Yourself Before You Take Our Word

1. 1.Take the address from the browser bar, suffix included, and ignore the logo entirely.
2. 2.Open both files from PAGCOR's Electronic Gaming Licensing Department page, because a resort brand and an accredited administrator live on different lists.
3. 3.Search for your string, then read the entire row. A short string appears to match inside a longer one, and that false hit is how a near-miss address passes.
4. 4.Note the as-of date at the top before you rely on anything.

If You Already Deposited on an Address You Cannot Find

First, put no more money in until the address checks out. Then capture what is on screen while it exists: the full address, the account name, the reference numbers on every transfer. Sites that go dark take their evidence with them.

Open your GCash or Maya history next and look at who actually received the money. A merchant name you can match to a company is a different situation from a personal wallet, and that line often settles what you are dealing with.

The Cybercrime Investigation and Coordinating Center takes online scam reports on the toll-free number 1326. We could not load cicc.gov.ph on 6 September 2026 — HTTP 403 behind a challenge page — so we are printing the number instead of an unverified link. Misuse of PAGCOR accreditation can be reported through the contact channels listed on pagcor.ph.

Gaming in the Philippines is limited to players aged 21 and over. PAGCOR publishes (02) 8248-9568 on its responsible gaming page, and our responsible gambling page lists the local support options.
