Is FairPlay Legit in the Philippines? What One PAGCOR Row Actually Covers
FairPlay appears on PAGCOR's register dated 27 August 2026 under NEMO INTERACTIVE GROUP CORPORATION (NEMO-IG), as the Main Brand of entry No. 37, with fairplay.ph as its main domain. We have not reviewed the platform itself, so this page only covers what the register says and how to tell whether the FairPlay in front of you is that one.
That last part is harder than it sounds, because "fair play" is one of the most reused names in betting. Type it into Google from the Philippines and the suggestions drift from casinos to a betting exchange, a puzzle game, a food brand, a movie and a sports facility. The register protects exactly one spelling at exactly one address, and on 19 September 2026 we found three unregistered FairPlay-branded casino pages aimed at Filipino players, two of them quoting the right company name.
What we did on 19 September 2026: downloaded both PAGCOR registers fresh from pagcor.ph, read entry No. 37 from a fourfold enlargement of the PDF page, ran a full-text comparison across all 59 rows, then opened the registered addresses and 27 unregistered fairplay-named addresses from our own connection.
Entry No. 37, Read From the Fairplay Side
Here is the row exactly as printed. The register spells the brand Fairplay, with a lowercase p.

For the FairPlay name specifically, the answer lives in two cells: Main Brand and Main Domain. One brand, one address. Unlike many rows on this register, there is no www. version listed separately, no .com.ph, no .com and no .net under the Fairplay name, because the Additional URL cell is empty. The four sub-domains carry other brand names, so none of them is a second FairPlay address.
None of the four game offerings carries an asterisk. On this register an asterisk marks offerings that have "yet to commence commercial operations", per the footnote on its last page, so all four were unflagged as of 27 August 2026. The row also matches our saved copy of the 20 August 2026 edition word for word.
NEMO-IG does not appear anywhere on PAGCOR's second register, the eleven-entry list for licensed casinos: fairplay and nemo both return zero in its full text. That fits an online gaming system administrator rather than a resort.
"Fairplay" Is a Common Name. The Register Covers One Address.
The letters f-a-i-r appear exactly twice in the whole fourteen-page administrators register: once in the Main Brand cell, once inside fairplay.ph. No other company, brand or domain on either PAGCOR list uses the word.
So every other fairplay address is outside this licence by definition. We tested 27 of them on 19 September 2026, covering the obvious endings and the obvious Philippine-sounding spellings. None appears on either register. Here is how they broke down:

The middle rows are what a common name looks like online. One address forwards to a civil justice foundation in the United States. Another forwards to a site with a different name entirely. One sells the domain outright. Two more bounce visitors to generic parking landers. None of them has anything to do with NEMO-IG.
Searchers feel this. Philippine autocomplete on 19 September 2026 finished "is fairplay legit" with "is fairplay bet legit" and "is fairplay casino legit", but also with an exchange and a puzzle title, and one suggestion was simply "fair play or fairplay". Anyone asking whether FairPlay is licensed first has to be sure which FairPlay they mean. On the register, it is the one at fairplay.ph and nowhere else.
We are not naming or linking any of these addresses, including the ones that belong to legitimate businesses in other countries. Overseas betting brands that share the name are not covered by this row, whatever their own licensing status elsewhere.
The Lookalikes That Quote the Right Company
The three casino-style pages are the ones that matter, because they are built to be found by someone searching "fairplay casino" or "fairplay philippines".
One calls itself "FairPlay ™ – Official Website" in its page title. It pushes a large deposit-match bonus, names NEMO Interactive Group Corporation four times, and prints what it calls a PAGCOR offshore gaming licence number. Two problems. The domain it sits on is on neither register. And PAGCOR's list of internet gaming licensees, the offshore category, returned HTTP 200 on 19 September 2026 and contains neither NEMO nor Fairplay, and no entry matching the number that page prints. The company on entry No. 37 is a domestic administrator, not an offshore licensee; our explainer on the POGO and PIGO difference covers why that distinction matters.
The second presents itself as "Fairplay PH – Trusted Online Casino & Games Platform", names NEMO twice, and runs a scrolling feed of 50 player wins and withdrawals. Every one of the 50 entries carries the same date, 30 June 2026.
The third is a ranking page that lists a FairPlayPH alongside other brands with star ratings and "Claim Bonus" buttons.
The detail to take away: two of the three name the correct licensed company. Borrowing a real registrant's name costs nothing. What none of the three does is send you to fairplay.ph. The string fairplay.ph appears zero times across all three pages. A page can quote the licensee and still be somewhere the licence does not reach.
A Root Word Nobody Else Holds, and a Word Everybody Uses
The Root Word column is where PAGCOR records the naming stem a company's brands are built around. Fairplay's is Play.
Across all 59 rows, entry No. 37 is the only one whose root word is exactly Play. Another row uses InPlay, which is a different stem. On paper, then, Play belongs to NEMO-IG.
In practice, the word is everywhere on the same document. Counting brand and sub-brand names, fourteen entries use play somewhere, entry No. 37 included; counting domain strings, it is also fourteen, running from play.bingoplus.com to fbmplay.com and beyond. The licensed casinos register adds a family of okadaplay addresses belonging to a resort group.
That cuts both ways. A site ending in play is not automatically part of the Fairplay family, because more than a dozen other entries on the same register use the word in a brand or an address, each tied to its own company and its own exact addresses. And a site ending in play that sits on none of those rows is not rescued by the root word at all. The root word describes a naming pattern. Only the domain cells say which address is covered.
What fairplay.ph Did When We Knocked
We opened the registered addresses on 19 September 2026 from outside the Philippines.

The fairplay.ph refusal has a specific shape. Its response headers identify Amazon CloudFront and label the answer as generated by a CloudFront function, which means the block is written at the network edge before any request reaches the website. It does the same on every path we tried, including robots.txt, sitemap.xml and favicon.ico. The domain resolves through Amazon's DNS service, and its security certificate, issued by Amazon and valid until 26 October 2026, covers fairplay.ph plus two other unrelated-looking domains that appear on neither register.
What that tells you: fairplay.ph is live, maintained and deliberately fenced off, in a way that reads like a restriction on visitors from outside the country. What it does not tell you is what a player in Manila sees. We cannot test that from abroad, and we are not guessing.
Also worth knowing: several of the unregistered lookalikes loaded for us without complaint. From outside the Philippines, the licensed FairPlay address was the one that refused.
Two Years of Paper on This Company
PAGCOR's older List of Gaming System Service Providers, dated 6 August 2024 and still published on pagcor.ph (HTTP 200 on 19 September 2026), carries the same company at entry No. 28, with Fairplay as a brand and fairplay.ph as a registered address. So the main domain has been on PAGCOR paper for at least two years.
The game offerings moved. In 2024 the row listed electronic casino games, numeric games and sports betting, and a note at the end of that file placed "NEMO Interactive Group Corporation (Numeric Games)" among providers that had yet to commence commercial operations. On the 27 August 2026 register, numeric games carries no asterisk, and specialty games has been added. A licence row is a dated snapshot; the same company can look quite different two years apart.
What the FairPlay Row Leaves Unanswered
It is not our recommendation. We have not deposited, withdrawn or tested verification on FairPlay, so we cannot tell you how it pays or how it treats a dispute.
It says nothing about bonuses or apps. The register has no column for either. Philippine autocomplete leans heavily towards "fairplay casino login app" and "fairplay ph apk"; a PAGCOR row cannot vouch for any installer file, and our guide to checking a casino download before installing it explains what can be checked instead.
The thin registration is a double-edged fact. One Fairplay address makes the check quick. It also means any second FairPlay address, however official it looks, is outside the row. If the brand adds addresses later, they should appear in a future edition; until then, the 27 August 2026 file is what counts.
Not found, separately: any PAGCOR advisory or press release naming Fairplay or NEMO-IG. A search that comes up empty is not proof that nothing exists, since a public website is not the regulator's internal file. We also found no licence number for this company on any PAGCOR document we read, and we are not repeating the numbers circulating on lookalike pages.
PAGCOR's warning of 28 December 2022 puts the principle plainly: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."
Check It Yourself Before You Trust a FairPlay Page
The step-by-step method is already written up in two guides: spotting a real PAGCOR-licensed casino and why a PAGCOR seal on a page proves nothing. For this brand, the short version is:
- Read the address bar, not the logo. For the Fairplay name, the only registered answer is fairplay.ph.
- Treat any other ending, hyphen or extra letters as unregistered until you find it printed on a PAGCOR list yourself.
- If a page names NEMO Interactive Group Corporation, that is not confirmation. Check whether the address, not the company name, sits in entry No. 37.
- Look at the as-of date at the top of the PDF before relying on it.
The operators we have actually reviewed are BingoPlus, ArenaPlus, OKBet, Solaire Online and GGPoker.ph. FairPlay is not one of them, and this page does not send you to it.
Already Deposited on a FairPlay Address That Is Not fairplay.ph?
Stop topping up. Screenshot the full address, the account name, the chat with any agent, and every transaction reference before the page changes or disappears.
Then check your GCash or Maya history for who actually received the money. A merchant name linked to a company tells a different story from a personal account number, and that line is often the most useful thing you can hand to investigators.
Online fraud reports go to the Cybercrime Investigation and Coordinating Center on hotline 1326. On 19 September 2026 its website, cicc.gov.ph, answered us with HTTP 403, so we are giving the number instead of a link. If a site is misusing PAGCOR's name, the regulator's contact channels are on pagcor.ph.
Online gaming in the Philippines is for players 21 and over. PAGCOR lists (02) 8248-9568 on its responsible gaming page, and our overview of responsible gambling tools covers limits and self-exclusion options. A clean licence check answers one question only; it does not make any stake a safe one.
