Is OKBet Legit in the Philippines? PAGCOR Register Check

Yes. OKBet appears at entry No. 13 of the PAGCOR register of accredited gaming system administrators dated 20 August 2026, registered to GAVIN VENTURES INC. (GVI). What that entry protects, though, is a list of 23 exact domain strings — and okbet.ph is not one of them.

We ran this on 6 September 2026: both PAGCOR registers downloaded from pagcor.ph, entry No. 13 read column by column, then every domain in that row opened to see where it actually lands. Everything below is what we saw, with status codes attached.

What Entry No. 13 Says, Column by Column

The accredited-administrators register is a 14-page PDF that ends at entry No. 59 with the line "NOTHING FOLLOWS". Entry No. 13 reads:

Two things in that row deserve a slow read.

The asterisks are not decoration. The register carries its own footnote on the final page: "* GAME OFFERINGS THAT HAVE YET TO COMMENCE COMMERCIAL OPERATIONS." For OKBet, the asterisked items are Traditional Bingo Games and Online Poker Games. So as of 20 August 2026 those two categories were registered but not yet running commercially. The accreditation is broader than what was live, which is a distinction no promotional page bothers to draw. The domain count is the real story. One main domain, six sub-domains and sixteen additional URLs come to 23 registered strings, which collapse to 20 distinct hostnames once the www. prefixes are normalised. That is a larger registered estate than most entries on the whole 59-row register, and it is precisely why OKBet is easy to imitate. When a brand legitimately answers to twenty different addresses, one more address does not look strange to anybody.

The second PAGCOR register — the separate three-page list covering the online arms of licensed integrated resorts — contains the string "okbet" zero times. That is expected rather than alarming: OKBet is a gaming system administrator, not a land-based casino brand, so only the first register applies. We checked so that a reader who searches the wrong PDF does not conclude the brand is unregistered.

The okbet Addresses That Are Not on the Register

We searched the full text of both PDFs for the variants people actually type. okbet.ph, okbet.com.ph, okbet.org, okbet.app and okbet88 return no match in either document. As far as PAGCOR registration is concerned, exactly six okbet.* addresses exist — okbet.com, okbet.game, okbet.help, okbet.link, okbet.net and okbet.one — plus the single sub-path ok-web.okbet.com. Everything else in the family is an "ok-something" name instead: okfun, okplay, okgames, okdunk, okcards, okpisoluck and okapp.

One honest caveat about doing this yourself. A find-in-page search is not the same as reading the row. Searching the PDF for "okbet.co" appears to hit, because that string sits inside "okbet.com". We compared token by token rather than trusting the highlight, and okbet.co is not separately registered. Expect the same trap on any short string you search.

We Opened Every Registered OKBet Domain

The register tells you which strings are registered. It does not tell you what those addresses do. So we opened them, from outside the Philippines, on 6 September 2026:

The pattern is useful: the registered variants funnel into one destination. An address carrying the OKBet name that does not end up at www.okbet.com is not behaving like the registered estate behaves.

Two limits on reading that table. The 403 responses are consistent with a platform licensed to serve players inside the Philippines and blocking everyone else — we tested from abroad, so we cannot tell a geo-block from an outage. And the DNS misses are a lesson in literalism: the register writes those two entries with a www. prefix, but the bare forms resolve fine (okgames.ph returned 200; okpisoluck.com redirected to okpisoluck.ph and returned 403). Compare the registrable domain, not the prefix.

What okbet.com Publishes About Its Own Licence

The main domain returned HTTP 200. Its page title reads "OKBet Legit Online Gaming Philippines | PAGCOR Licensed" and its meta description reads "Play at a trusted PAGCOR-accredited online gaming and sports platform in the Philippines. Enjoy fast payments via GCash and Maya and secure mobile app." The about page on the same domain also returned 200 and describes the operator as "a licensed online gaming company operated in the Philippines".

Here is the part worth knowing. Both pages are shells of roughly 6.5 KB; the visible content is assembled by JavaScript after load. In the HTML actually delivered to us there is no licence number, no certificate image and no reference to a register entry. That is ordinary behaviour for a modern app-style site, and it is also the reason a platform's self-description proves nothing on its own. Any site can put "PAGCOR Licensed" in a title tag, and the copies do. The register is what settles it — and in this case the register agrees with the claim.

The App Store Check the Register Cannot Do

The registers list domains. They do not list apps. So an app has to be verified a different way: match the store's publisher name against the register's company name.

On the Apple App Store's Philippine storefront, two apps are published by the seller "GAVIN VENTURES,INC." — character for character the company on entry No. 13:

Both store pages returned HTTP 200. That match is the strongest single check on this page, because it is two independent systems — a regulator's PDF and Apple's seller verification — naming the same company.

Google Play tells the opposite story, and this is the finding to remember. Searching "okbet" on the Philippine Play storefront on the same day returned no app published by Gavin Ventures Inc. at all; the string "GAVIN" does not appear anywhere on that results page. What did come back were three near-identical listings using the OKBet name, all from a single third-party developer account whose name matches nothing on the register, filed under Entertainment rather than as an operator's own app, with Taglish descriptions stacked around the phrases people search for. We are not naming that account, its package identifiers or linking the listings, because doing so would just hand you the download path.

The lesson survives without those details. On Android, read the developer name under the app title before you install anything. If it does not say the company on the register, the register does not cover it.

What We Went Looking For and Did Not Find

Not found: any PAGCOR advisory, press release or public notice naming OKBet or Gavin Ventures Inc. in connection with imitation sites or fake customer support. We searched pagcor.ph on 6 September 2026 and found nothing brand-specific. We record that as not found rather than as does not exist, because a search of a public site is not a search of a regulator's files.

What PAGCOR does publish is the general version, and it is blunt. Its 12 September 2023 warning about fake gaming sites quotes Chairman and CEO Alejandro H. Tengco: "So far, we have been able to shut down most of these illicit websites, but some of them are able to immediately create new ones." The same release asks the public to report "any unauthorized use of our logo or misrepresentation of accreditation". Its 28 December 2022 warning sets the rule that makes register-checking worth four minutes: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."

We are deliberately not printing lookalike addresses here. Publishing a scam URL next to a warning is still publishing the URL, and by Tengco's own account those addresses regenerate faster than any list can track. The durable defence is the comparison method, not a blocklist.

The Public Record on Gavin Ventures Inc.

Outside PAGCOR, the clearest record we could verify first-hand is a Philippine government one. PhilJobNet, the employer directory run by the Department of Labor and Employment's Bureau of Local Employment, carries a profile for GAVIN VENTURES INC. at Kingston Excell Building, Centennial Drive, Filinvest Alabang, Muntinlupa, classified as "200 and over (Large)", describing itself as "OKBet, a proudly Filipino online sportsbook and eGames platform" established in 2021. The page returned HTTP 200.

One detail on that same government page is instructive rather than damning: its website field points at a domain string that appears nowhere in entry No. 13. We have not verified who operates it and we are not reproducing it. It shows how easily an unregistered address travels alongside a genuine company name, even inside an official directory. For domains, the register entry is the authority and nothing else is.

We could not retrieve a corporate filing. sec.gov.ph returned HTTP 403 to our request, and the SEC's electronic registration portal is an application system rather than a public company search. So the incorporation details above come from a government employer directory that reproduces the company's own description, not from a filing we read.

What Being on the Register Does Not Mean

Three limits, stated plainly, because a verification page that hides its own gaps is not one.

Entry No. 13 does not mean we recommend OKBet. Our OKBet review is a separate judgement about games, payments and support, and it says openly that we do not have confirmed figures for minimum or maximum limits, processing fees or settlement times. Accreditation is a gate, not a rating.

Entry No. 13 does not make every OKBet-branded promotion legitimate. Promotions are approved through a different process from domains, and what circulates second-hand rarely matches what the operator publishes; our OKBet bonus guide sets out that gap.

Entry No. 13 does not extend to any address the register does not name. That is the entire point of a 23-string list. A page can carry the correct logo, the correct colours and the correct brand name and still sit on an address nobody registered.

The register also carries a date, and this one says 20 August 2026. Entries get added and removed. The version you read is the version that answers your question, and the version we read is linked at the bottom of this page.

If You Already Deposited Somewhere That Does Not Match

Stop adding money before anything else. Then screenshot the domain, the account name and every transaction reference while they are still visible — evidence disappears when a site goes dark. In GCash or Maya, open your transaction history and read the recipient name the transfer actually reached; a personal account name where a merchant should be is the detail worth capturing.

The Cybercrime Investigation and Coordinating Center runs a toll-free hotline on 1326 for online scam reports. We could not load cicc.gov.ph on 6 September 2026 — it returned HTTP 403 behind a challenge page from our connection — so we are giving the number rather than a link we did not verify. PAGCOR asks the public to report misuse of its accreditation through the contact channels published on pagcor.ph.
