Is Fastwin Legit in the Philippines? The PAGCOR Record
Fastwin appears on PAGCOR's register dated 27 August 2026 under KIRSCHNER GAMES INTERNATIONAL, INC. (KGI), at entry No. 29. We have not reviewed the platform itself, so this page covers what that row prints and how to tell whether the address in front of you is one of the two it names.
Two things make this brand worth a separate look. The registered footprint is small: two web addresses, one of them for a sub-brand. And the name Fastwin is shared with an unrelated real-money app aimed at players in another country, which is likely why many "Fastwin login code" and "Fastwin register" results point somewhere other than the company on PAGCOR's list.
Everything below was checked on 19 September 2026. We downloaded both PAGCOR registers fresh from pagcor.ph, read entry No. 29 from a fourfold magnification of the PDF page instead of a text dump, opened each registered address, and looked up older PAGCOR documents that mention the same company name.
Entry No. 29, Exactly as PAGCOR Printed It
The administrators register runs to fourteen pages, lists 59 companies, and ends with NOTHING FOLLOWS. Row 29 reads:
| Register column | Entry No. 29 |
|---|---|
| Gaming System Administrator | KIRSCHNER GAMES INTERNATIONAL, INC. (KGI) |
| Game Offering | Electronic Casino Games; *Electronic Bingo Games |
| Main Brand | Fastwin |
| Root Word | Fast |
| Sub Brand | Fastplay; Fastspin |
| Main Domain | www.fastwin.ph |
| Sub-domain | fastplay.ph |
| Additional URL | (blank) |
That is the whole row. Two domain strings, no additional URLs. The 20 August 2026 edition of the same register prints this row identically, word for word.
Three details are easy to miss.
Fastspin has a name but no address. The row lists two sub-brands, yet only one of them, Fastplay, has a domain beside it. Nothing in the row, and nothing anywhere else in either register, gives Fastspin a web address. The word appears exactly once across both documents. So if you meet a site calling itself Fastspin, this entry gives you no domain to compare it against.
The asterisk on Electronic Bingo Games. A footnote on page 14 defines that mark: "GAME OFFERINGS THAT HAVE YET TO COMMENCE COMMERCIAL OPERATIONS." Read literally, the company is registered for electronic casino games, and its bingo offering had not started commercial operation as of 27 August 2026.
"Fast" belongs to this row alone. We counted every token containing "fast" in both registers. There are six, and all six sit in entry No. 29: the root word, the main brand, both sub-brands and the two domains. The licensed-casinos register, the separate eleven-entry list for land-based operators, has zero. So no other licensee on PAGCOR's published lists uses a Fast- name, which means any other Fast-branded gaming site you run into is simply not on these lists.
What the Two Registered Addresses Returned
A register tells you which addresses were approved. It does not tell you what they are doing today, so we opened them on 19 September 2026. All of our connections came from outside the Philippines.
| Address | What came back |
|---|---|
| www.fastwin.ph (as registered) | HTTP 403, a network security block page reading "Sorry, you have been blocked" |
| fastwin.ph (without www.) | Same servers, same HTTP 403 block page |
| fastplay.ph (as registered) | HTTP 200, a 924-byte page titled "FastPlay" with no readable text |
| www.fastplay.ph (not as registered) | Certificate error: the security certificate on that server covers fastplay.ph only |
The Fastwin block is consistent with a site that only serves visitors inside the Philippines, though a block page on its own does not say why. What a visitor in Manila or Cebu gets on that address is outside what we could test.
The Fastplay result is different. The page answered, but it is an empty application shell; the few lines of code it contains point to a development build setup rather than a finished site. On the day we checked, there was nothing on it to evaluate.
The certificate detail is a small practical lesson. PAGCOR prints this address as fastplay.ph with no www. in front. Typing the www. version on 19 September 2026 produced a certificate error, because the certificate on that server was issued for the bare name only. The main brand is the other way round: the register prints www.fastwin.ph, and the bare fastwin.ph points at the same servers. Copy the address exactly as the register prints it and you avoid guessing.
Is two addresses unusually thin? Less than it sounds. Counting distinct hostnames per row across all 59 entries, 25 rows carry two or fewer, and ten of those carry exactly two. Several poker, sports and specialty operators have one address or none at all. Fastwin sits at the small end of the register, not outside it.
The Same Company Name on PAGCOR's 2017 Offshore List
This is the finding we did not expect.
PAGCOR's List of Approved Philippine Offshore Gaming Operators, dated 28 November 2017, includes "Kirschner Games International Inc." with offshore gaming licence number OGL 17-0050. The March 2018 edition of that list prints the same name and the same number. Both files are still on pagcor.ph and both returned HTTP 200 on 19 September 2026.
Offshore licences were the POGO category: operators licensed in the Philippines to take bets from players abroad. Our explainers on how POGO and PIGO differ and where that line sits in 2026 cover the background.
Here is what we can and cannot say from those documents. The names match, apart from a comma: the 2026 register prints "KIRSCHNER GAMES INTERNATIONAL, INC." and the 2017 list prints "Kirschner Games International Inc." PAGCOR's documents do not state whether this is one continuous company that moved from the offshore category into the domestic online one, and we have no corporate filing that settles it, so we are treating it as a name match and nothing more. The company does not appear on PAGCOR's current List of Internet Gaming Licensees; the strings kirschner, fastwin, fastplay and fastspin all return zero in that file.
A third document fills in the middle. In PAGCOR's 6 August 2024 roster of gaming system service providers, entry No. 22 is Kirschner Games International, Inc. (KGI), offering electronic casino games and electronic bingo games under the brand Fastwin, with exactly one registered address: www.fastwin.ph. No Fastplay, no Fastspin: neither sub-brand name appears anywhere in that 2024 file. That 2024 roster closes with a note listing 23 providers not yet operating commercially, and KGI is not among them; the 2026 register now places its asterisk on bingo. The documents are formatted differently and we are not reading more into that than the text supports.
Why "Fastwin Login Code" Searches Lead Somewhere Else
Philippine Google autocomplete on 19 September 2026 did offer legitimacy questions for this brand: "is fastwin legit" and "is fastwin casino legit" in English, "fastwin legit" in the Tagalog setting. That is more than many brands get. But the plain brand name produced a different set: register, apk download, login problem, login code, and in the Tagalog setting "fastwin casino real money" and "fastwin ph login". The only suggestion for "fastwin philippines" was "fastwin login philippines". These are autocomplete suggestions, not search volumes.
Some of that demand is probably not about the Philippine brand at all. When we searched the name on the same day, the results mixed in pages for an unrelated real-money prediction app of the same name, aimed at players in another country. We opened seven Fastwin-named hostnames from those results. Only three loaded as readable pages. Two were written for players in that other country; the larger one priced everything in that country's currency, was built around its instant-payment system, and pushed numeric invite codes for sign-up. That is a likely source of many "login code" queries, though autocomplete data cannot prove it. The third was aimed at Filipino players and mentioned GCash. The other four returned an error, a block page or nothing. None of the seven appears anywhere in either PAGCOR register. We are not naming or linking any of them.
For a Filipino player the practical rule is short: a Fastwin page asking for an invite code, pricing in another currency, or offering an installer from a download site is not something entry No. 29 covers. The row covers two addresses, and that is all.
Other endings of the name are not covered either. We checked the obvious guesses on the same day. The .com.ph version of Fastwin is not on the register and served a page reading "Domain Parked". The plain .com address is a years-old blog about baccarat. Two other endings sat on domain-parking nameservers. A plain fastspin.ph has nameservers but no address record at all, so it goes nowhere.
App stores give no shortcut here. On 19 September 2026 the Philippine App Store returned zero results for "fastwin" and "fastspin", and no app from any seller named Kirschner Games. Philippine Google Play search returned no listing from that company and no listing carrying the Fastwin name. Neither PAGCOR register has an app column in the first place, so no downloaded file can be matched against these PDFs. For more on that problem, see our guide to casino app download safety.
What Entry No. 29 Does Not Settle
Entry No. 29 proves something narrow. As of 27 August 2026, KGI, the Fastwin brand, two sub-brand names and two addresses were on PAGCOR's printed record. It is not a recommendation. We have not reviewed Fastwin, have not deposited or withdrawn, and cannot tell you how it handles verification, payouts or complaints.
Third-party pages describe the brand as operating since 2021 and call it the first platform of its kind. We could not confirm either claim in any PAGCOR document, so treat them as not verified. We also found no PAGCOR advisory naming Fastwin or Kirschner; not found is different from does not exist, because a public website search is not a search of the regulator's files.
The register is also a snapshot. Between August 2024 and August 2026 this company's record grew from one address to two, plus two sub-brand names. It could change again. PAGCOR's own 28 December 2022 warning states the rule plainly: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."
Checking It Yourself
The long version, with the usual traps, lives in our step-by-step licence check and our explainer on copied PAGCOR seals. For this brand the short version is:
- Copy the full address from your browser bar, including the ending.
- Get the administrators PDF from the licensing page on pagcor.ph (linked in the sources below) and scroll to row 29.
- Compare character by character. www.fastwin.ph and fastplay.ph are the only two strings in the row; Fastspin has no address.
- Look at the as-of line in the PDF header; an old copy saved on your phone may be out of date.
The operators we have actually reviewed are BingoPlus, ArenaPlus, OKBet, Solaire Online and GGPoker.ph. Fastwin is not among them, and this page does not send you there.
If You Already Sent Money to a Fastwin-Named Site
Stop topping it up until the address passes the check above. Screenshot what is on the page now: the full address, your account name, and the reference number of every transfer. Then open your GCash or Maya history and read who actually received the money. A registered merchant name and a personal wallet are very different situations. If the problem is a stuck withdrawal on a site that does match the register, our guide to filing a PAGCOR complaint about a delayed withdrawal covers the steps.
To report an online scam, call 1326, the Cybercrime Investigation and Coordinating Center hotline. We are printing the number rather than a link because cicc.gov.ph answered with HTTP 403 on 19 September 2026.
Every PAGCOR-regulated game is restricted to 21 and over. PAGCOR's responsible gaming helpline is (02) 8248-9568, and our page on responsible gambling tools lists limits and self-exclusion options. Confirming a licence answers one question only; it cannot make a deposit smaller after the fact.
