Is Filbet Legit in the Philippines? What the PAGCOR Register Says

Filbet is entry No. 20 on PAGCOR's register of accredited gaming system administrators dated 20 August 2026, under GOTECH ENTERTAINMENT INC. (GEI). We have not reviewed the platform, so this page only sets out what that row prints and how to check the address in front of you.

There is a reason this brand needs its own page rather than a general safety guide. Its registered root word is "Fil" — the most Filipino-sounding three letters available — and on 7 September 2026 we found six websites calling themselves the official Filbet, none on either PAGCOR list, all loading perfectly well for us while every registered address refused to.

Everything below was run on 7 September 2026: both registers pulled fresh from pagcor.ph, entry No. 20 re-read from a sevenfold magnification of the PDF page rather than a text dump, then every address in that row opened from our own connection.

Entry No. 20, Column by Column

The administrators register is a fourteen-page PDF listing 59 companies and closing with the line NOTHING FOLLOWS. Entry No. 20 exactly as printed:

Fifteen strings are printed in that row. Strip the www. prefixes and they collapse to eleven distinct hostnames. That number is the whole answer to "is this address covered" — eleven, not "anything starting with Fil".

Two details deserve a slow read.

The first is the asterisk on Specialty Games. The last page of the register explains it: "GAME OFFERINGS THAT HAVE YET TO COMMENCE COMMERCIAL OPERATIONS." So one of the four listed categories was approved but not running as of 20 August 2026. Registers encode more than presence or absence, and almost nobody reads the footnote.

The second is the column labelled Sub-domain, which does not contain sub-domains. filgame.com, filplay.com and filslots.com are three independent second-level domains, not children of filbet.com. Meanwhile the one genuine sub-domain we actually landed on during testing, a visitor host under filbet.com, appears nowhere in either register. Column headings on this document describe filing categories, not DNS structure.

Filbet appears nowhere on PAGCOR's other register, the eleven-entry list covering licensed casinos: filbet, filgame, filplay, filslots and gotech each return zero matches in its full text. That is the expected result for an online administrator rather than a resort, and worth knowing before somebody searches the wrong PDF and concludes the brand is unlisted.

The Root Word "Fil" Belongs to Exactly One Company

Here is the finding that makes this brand different from every other one we have checked.

We pulled every token beginning with "fil" out of both registers. There are twenty of them, and all twenty sit inside entry No. 20 — the root word, the main brand, the three sub-brands, and the fifteen addresses. The casinos register contains none at all. One company holds the entire Fil prefix across PAGCOR's published lists.

That sounds reassuring and is actually the trap. Because no other licensee uses that prefix, every other Fil-named gambling site is off-register by definition. And "Fil" is exactly the syllable an unlicensed operator would choose to sound domestic. The prefix carries no authority; only the eleven hostnames do.

There is a second trap inside the row, running the opposite way to what people assume. The main brand has the thinnest registration of the four: Filbet is registered on two hostnames only, a .com and a .com.ph, while each sub-brand gets three, adding a plain .ph. The string filbet.ph is on neither register — we searched both full texts and it returns zero. A .ph address is not automatically more official than a .com one, and here the flagship name is the one without it.

What All Eleven Registered Addresses Actually Returned

The register says which addresses were approved. It says nothing about what they do today. Opened from outside the Philippines on 7 September 2026, all eleven answered, and none let us in.

Every one resolved in DNS, all on the same content-delivery provider's nameservers, split across three zone groups. Not one dead name, not one parking placeholder, not one failed certificate. For a row this size that is unusual — plenty of licensees carry registered strings that no longer point anywhere.

The status code on the first group is the interesting part. HTTP 451 is not a generic error; it is the code reserved for content withheld for legal reasons, and the operator chose it deliberately. The page it serves is titled "Filbet - Access Restricted", and its HTML embeds a small block of data that reads back the visitor's own address and a two-letter country code. Ours did not say PH. This is a geographic restriction, stated by the site itself, not an outage.

The seven .ph and .com.ph addresses were blocked a different way, by a network security layer returning "Sorry, you have been blocked" rather than anything the operator wrote. Same row, same company, two different gates — and that difference tells you nothing about licensing either way.

The honest limit: we tested from abroad, so we cannot see what a Philippine visitor sees. What we can say is that all eleven registered names are live, controlled and deliberately gated.

The Sites That Let Us In Were the Ones Not on the List

Now put those two facts side by side. On the same day, from the same connection, we searched for this brand the way a Filipino player would and opened what came back. Six distinct hostnames presented themselves as the official Filbet. Their page titles included the words "Official", "Official Website" and "Trusted Casino Site". Several displayed the PAGCOR name. Every one of them returned HTTP 200 and loaded normally for us. Every one of them returns zero matches in both registers.

One of them, sitting at the very top of a search for the brand's login page, was not a casino at all: it answered with a redirect to a completely unrelated survey domain over plain HTTP. That is what a monetised expired-domain redirect looks like, wearing a name that reads like the most official address in the family.

We are not printing those six addresses, and we are not linking them. The pattern is the point, and it inverts most people's instinct. From outside the Philippines, the licensed addresses were the ones that would not open, and the imitations were the ones that welcomed us. "It loaded fine for me" is evidence of nothing.

"Free 100" Is Not a Field on the Register

This is where the search demand actually sits, so it is worth being precise about what it can and cannot prove.

In Philippine Google Trends data for the twelve months to 6 September 2026, this brand scores 27 on a scale where online casino sits at 100. Its own top related searches are led by the login page and the app, not by questions about the company. Across that whole year the generic term casino login had exactly one related query with enough volume to report, and it was this brand's login page, rising around 950 percent. On the ninety-day view of the term free 100, six related queries had enough volume to report; two of them name this brand, and both of those end in the letters apk.

Now look back at the register row. Its columns are: number, administrator, game offering, main brand, root word, sub brand, main domain, sub-domain, additional URL. No bonus column. No promotions column. No app column, on either register.

So a "free 100 on registration" banner can be neither confirmed nor denied by a PAGCOR list; promotions are not what these documents record. The advert leaves the question unaddressed. Two of the six imitation sites we opened were pushing exactly that offer, which shows how cheap the claim is to make.

The same goes for installers. Because neither register has an app column, no downloaded file can ever be verified against these PDFs. The one store-level check that works is narrow: read the publisher name on a listing and compare it, character for character, with the company on the register row. We ran it on 7 September 2026. The Philippine App Store returned no app for this brand or two of its sub-brands, and none published by this company under any search we tried. Philippine Google Play returned nothing from that company either — its name appears zero times across three separate search pages. What it did return was a listing titled exactly like one of the registered sub-brands, from a developer account with its own Fil-style name that appears on neither register. We are not naming it, printing its identifier or linking it.

What Entry No. 20 Does Not Tell You

The row establishes a narrow set of facts: as of 20 August 2026, PAGCOR printed this company, this brand, these three sub-brands and these fifteen strings. Here is what it does not establish.

It is not a recommendation, and not ours to give. We have not reviewed this platform, not deposited, not withdrawn, not tested its verification. Anyone telling you how fast it pays out has either tested it or is guessing.

It says nothing about promotions or apps, as above, and it does not cover addresses the register never names — the entire reason the row lists fifteen strings instead of a brand name.

And it is a snapshot with a date on it. One document we checked shows how much these rows move: PAGCOR's earlier list of gaming system service providers, dated 6 August 2024, carries this same company at its entry No. 14 with the brand Filbet and exactly one registered address. Two years later the row holds fifteen. That same 2024 file notes the company among service providers that had "yet to commence commercial operations" for Specialty Games — the offering still carrying an asterisk on the 2026 register. Read the as-of date before you rely on anything.

Two things we could not verify. We found no PAGCOR advisory naming this company or this brand; not found is not the same as does not exist, and searching a public website is not searching a regulator's files. And the claims circulating about the company's founding year, revenue and licence number appear only on affiliate pages and social profiles, so we are not repeating them. PAGCOR's own 28 December 2022 warning reduces the rule to one line: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."

Check It Yourself in About Four Minutes

1. 1.Copy the address out of the browser bar, suffix and all, and ignore the logo completely.
2. 2.Open both files from PAGCOR's Electronic Gaming Licensing Department page — administrators and licensed casinos are different lists.
3. 3.Search your string, then read the whole row. A short string appears to match inside a longer one, and that false hit is how a near-miss address gets waved through.
4. 4.Check the as-of date at the top of the file before you trust what you found.

The five operators we have actually reviewed and can speak to are BingoPlus, ArenaPlus, OKBet, Solaire Online and GGPoker.ph. Filbet is not among them, and we are not sending you to it.

If You Already Put Money Into a Fil- Address

Stop adding to it until the address itself passes the check above. Then save what is on screen while it still exists: the full address including the suffix, the account name, the reference number on every transfer. Sites that disappear take their evidence with them.

Open your GCash or Maya history next and read who actually received the money. A merchant name you can trace to a company is a very different situation from a personal wallet, and that single line often settles what you are dealing with.

Online scam reports go to the Cybercrime Investigation and Coordinating Center, toll-free on 1326. Misuse of PAGCOR accreditation can be reported through the contact channels published on pagcor.ph.

Checking a licence solves exactly one problem. It does nothing about a deposit that was already too large before you placed it.
