"Free 100" in the Philippines: Who Gives It and What It Costs You
No PAGCOR-licensed platform hands you ₱100 for free with no conditions attached. A memorandum dated 7 May 2026, published on pagcor.ph by the Electronic Gaming Licensing Department, caps player cash rebates at 1.50% and cashback at 15% of net losses, and requires every promotional programme to go through approval before it runs. The offers filling your search results come from outside that system.
That is the answer. The rest of this page is the evidence: what those search results actually contain when you check them against the official registers, what the sites have in common, why the offer always wants an app installed before anything happens, why GCash keeps appearing in the pitch, and what a licensed operator can genuinely give you at zero cost.
What Comes Back When You Actually Search It
We ran the search on 6 September 2026 and looked at the first page of organic results: nine domains. Then we searched for each of those nine domain strings inside the full text of both registers PAGCOR publishes at pagcor.ph/regulatory/cegs.php, both dated 20 August 2026 — the 14-page list of accredited gaming system administrators and registered brands, and the three-page list of registered brands and domains of licensed casinos.
Nine out of nine returned no match. Not one of the domains ranking on the first page for this query appears on either register.
Two more things showed up while checking. Four of the nine would not serve a request from outside the Philippines at all, returning a block or a dead page — the sites are gated to Philippine traffic, which is a choice, not an accident. And of the five pages that did load, one used the word "PAGCOR" 63 times and another 45 times, while neither of their domains is on either register. Repetition of the regulator's name is doing the work that a register entry would do, for a reader who will never open the register.
We looked from a connection outside the Philippines, so what you see in Manila may be ordered differently and may include ads we could not see. The register check, though, does not depend on where you are standing: the two PDFs are the same file for everyone.
What Those Sites Have in Common
We are not naming any of them. Naming an unlicensed platform on a page about free credits is a form of promotion, and this site does not point readers at operators it cannot verify. The shape is more useful than the names anyway, because the names change and the shape does not.
The domain is not on either register, but the page is loud about PAGCOR. Logos, the word repeated dozens of times, sometimes a licence number rendered as an image so it cannot be copied and searched. PAGCOR's own public warning of 28 December 2022 is one sentence long on this point: "Any link that is not posted in the PAGCOR website (www.pagcor.ph) is considered illegal."
The offer is the brand. The domain, the page title and the pitch are all built out of the same few words — a number, "no deposit", "registration", sometimes a popular slot mechanic like scatter bolted on as bait. A platform whose identity is an amount of money it claims to be giving away has told you what its actual product is.
The claim happens in a chat, not in an account. Several of the pages we could read funnel toward Telegram or a Messenger page for the "claiming" step. A promotion that has been through approval is claimed inside the account you opened on the operator's own registered domain, because that is the only place a regulator can inspect it.
There is always something to install. More on this below, because it is the most important tell.
The site is young and the domain is disposable. These properties rotate. That is why we write about the pattern rather than maintaining a list of names that would be stale within a month. Why It Always Wants You to Install Something First
Because PAGCOR's registers are keyed to domains and URLs, and an installed app file is neither.
Read the column headings on the accredited-administrators register and the logic becomes obvious: main brand, root word, main domain, sub-domain, additional URL. The whole enforcement mechanism is a list of web addresses. A file you sideload onto your phone sits outside that list. Once it is installed, there is no address bar for you to check, no domain string for anyone to search inside a PDF, and no registered entity attached to what is now running on your device.
Three things follow, and they are the reason the app comes first rather than last.
Updates come from whoever gave you the file. A licensed platform pushes changes through a domain that is on a register; a sideloaded package updates from wherever its author points it, and the version you audited on day one is not necessarily the version running on day thirty.
Identity verification disappears. PAGCOR tightened its Know Your Customer requirements, and iGaming Business reported in February 2026 that players must now submit a valid government ID plus a real-time selfie before making a deposit. That is friction, and licensed operators carry it because they have to. An app that lets you straight to a balance without ever asking who you are is not being generous — it is telling you there is no licensed backend behind it.
The permissions are the point. An installer that asks for SMS access, accessibility services or the ability to draw over other apps is asking for the ingredients to read your one-time passwords. We are not linking to any APK, and we do not publish installation instructions for one. There is no version of that paragraph that helps you.
Why GCash Keeps Appearing in These Offers
Because the wallet is where the money is, and because the rules changed in a way most of these pages have not caught up with.
Bangko Sentral ng Pilipinas Memorandum No. M-2025-029, signed by Governor Eli M. Remolona, Jr. and addressed to all BSP-supervised institutions, is titled "Suspension of In-app Gambling Access in Mobile Payment Apps and Websites". It records that the Monetary Board, in Resolution No. 805 dated 14 August 2025, approved suspending in-app gambling access from supervised institutions' mobile payment apps and websites. The instruction is one sentence: "all BSIs are hereby instructed to remove links providing in-app gambling access in BSIs' mobile payment apps and websites within 48 hours upon issuance of this Memorandum." The memorandum then defines the term so it cannot be argued around: "In-app gambling access includes any product/service that redirects an account holder to a gaming/gambling site."
So when an offer implies that a wallet app is the doorway to a casino, it is describing an arrangement the central bank ordered removed in August 2025. And when the "free 100" turns into a request to send a processing fee, an unlock fee or a tax to a personal wallet number before your credit is released, the direction of travel gives it away completely: money is leaving you before anything has arrived.
One honest caveat. We can confirm what the memorandum instructs, because we read it. We cannot verify from outside the Philippines what any individual wallet app displays on your screen today, and we are not going to describe screens we have not seen.
What a Licensed Platform Can Actually Give You for Free
Three things, and only one of them is genuinely free.
Game demos, which cost nothing and pay nothing. They run in a browser, need no account, no deposit, no ID and no wagering requirement, because no real money is involved. They are also the only item on this list with no catch, and the catch-free version is the one that cannot pay you. Cash rebates and cashback, which are capped. The 7 May 2026 memorandum sets the ceilings: cash rebate based on a player's turnover or deposit up to a maximum rate of 1.50% for slot machine games, electronic bingo, numeric games and sports betting, and cashback based on a player's net losses up to a maximum rate of 15% for all electronic games. Work the arithmetic on the first one. At the ceiling, ₱100 of rebate requires roughly ₱6,667 of turnover — which is not a gift, it is a small share of money you already put through the machine. Deposit-linked bonuses, which are the real product. This is the honest reason "free 100" is not the shape licensed promotions take here. Look at what the memorandum requires an operator to file. Every programme goes to the Electronic Gaming Licensing Department for approval before implementation, on a Marketing and/or Promotional Form numbered EG Form No. 28, and each tier in the implementing rules must state four things: minimum deposit, turnover or wagering requirement, the rebate or cashback rate, and the maximum amount if any. A promotion with no deposit and no wagering requirement does not have a field to sit in on that form. The memorandum also blocks the workaround: rebates and cashback "shall not be combined with other promotional cash incentives in a manner that exceeds the prescribed maximum rebate/cashback rate", and any programme run without prior approval or beyond the prescribed rate "shall be subject to appropriate regulatory action". Notably, the memorandum is addressed not only to operators and integrated resort licensees but to all gaming affiliates — the people writing bonus pages are inside its scope too.
Two caveats we are not going to hide. That memorandum governs cash rebate and cashback programmes specifically; it does not contain the phrase "no deposit bonus", and we are not going to pretend it says something it does not. And the document as published carries no reference number on its face — the scan on pagcor.ph is headed only "MEMORANDUM" and "May 07, 2026", signed by Jessa Mariz R. What This Page Cannot Do for You
It cannot certify that any specific platform is safe today. Registers are updated, entries are added and removed, and a check we ran in September is a snapshot. Run the check yourself against the current PDFs before you deposit anywhere.
It cannot tell you what the licensed platforms are offering this week. Their promotion pages are geo-restricted, and rather than copy peso figures that affiliate sites have been recycling from each other, we would rather publish nothing.
It cannot give you a reporting URL we could not open. We tried to verify the Cybercrime Investigation and Coordinating Center's website from here and every attempt returned a block, along with several other Philippine government domains — consistent with geo-gating rather than the sites being down. We are not printing a hotline or an address we could not confirm, so the channels listed below are the ones that answered.
And it cannot make gambling a way to earn money. There is no offer, licensed or otherwise, that changes the arithmetic of a house edge. If the ₱100 mattered enough that you searched for it, the honest advice is that the demos are free and the rest is not.
If You Already Registered, Deposited or Sent Money
Stop sending. The release fee, the tax, the verification fee, the unlock fee — there is always a next one, because the fee is the product. Nothing is being held for you.
Write down the evidence before it disappears. The exact domain string, the app name and version, the wallet or bank number you sent to, the timestamps, and screenshots of the conversation. These pages rotate domains quickly and the thread you are looking at may not exist next week.
Tell your wallet or bank first. They are the only party with any chance of freezing, disputing or tracing a transfer, and every hour matters. Use the dispute or report channel inside the app, not a phone number someone sent you.
Then report it to PAGCOR. The official assistance line published on PAGCOR's responsible gaming page is (02) 8248-9568, and its regulatory site at pagcor.ph is where the registers and the report channels live. PAGCOR also runs a Responsible Gaming Division with a player exclusion programme, which can bar you or a family member from licensed gaming sites and venues if the gambling itself has stopped being a choice.
If you installed the app, treat the phone as compromised. Uninstall it, revoke SMS and accessibility permissions, change any password you reused elsewhere, and assume that any ID photo or selfie you uploaded is now held by someone you cannot identify.
Gambling is for 21 years old and above only. PAGCOR's current wording on its own responsible gaming page is blunt, and we will leave it as the last line: gambling can be addictive, know when to stop.
